In Uganda, the Tax Identification Number (TIN) is a critical element for individuals, businesses, and legal entities, helping to ensure that they comply with the country’s tax regulations. The TIN is issued by Uganda Revenue Authority (URA), which is the official government body responsible for the administration and enforcement of tax laws in Uganda.

Uganda primarily uses one official type of Tax Identification Number (TIN) for all individuals and entities. 

Official TIN: 

  • Tax Identification Number (TIN): This is the only official TIN used in Uganda, and it applies to both individuals and businesses. 

Application of TIN: 

  • For Individuals: All individuals who are required to pay taxes in Uganda, including self-employed persons and employees subject to PAYE (Pay As You Earn) taxes, need to register for a TIN. 
  • For Businesses: Every business operating in Uganda, including sole proprietors, partnerships, and corporations, must obtain a TIN for tax purposes. 

TIN Format and Structure 

The TIN in Uganda follows a specific structure that is used for all tax identification purposes, including income tax and VAT registration. 

TIN Format: 

  • The TIN in Uganda consists of 10 digits. 
  • Example Format: 1000000000 

Structure of TIN: 

  1. First Part: The first digit of the TIN identifies the type of entity or individual (e.g., businesses or individuals). 
  1. Middle Section: The next 8 digits represent a unique identification number assigned to the taxpayer. 
  1. Last Section: The last digit is a checksum or validation number used for error detection. 

This structure ensures that each TIN is unique and can be used to track individual or business tax obligations. 

Issuing Authority and Registration Process 

Issuing Authority: 

The Uganda Revenue Authority (URA) is the official authority responsible for issuing Tax Identification Numbers (TINs) in Uganda.

Registration Process 

For Individuals: 

  1. Eligibility: All individuals who are liable to pay taxes in Uganda, including employees, self-employed persons, and individuals involved in business activities. 
  1. Required Documents: 
  • A valid national identification card or passport (for foreigners). 
  • Proof of residence (e.g., utility bill, lease agreement). 
  • Employment letter (if applicable) or other proof of income. 
  1. Application Process: 
  • Online Registration: Individuals can apply for their TIN through the URA online portal. 
  • In-person Registration: Alternatively, individuals can visit any URA office for registration. 
  1. Fees: There are no fees for individuals to register for a TIN. 

For Businesses: 

  1. Eligibility: Every business, whether a sole proprietorship, partnership, or company, operating in Uganda is required to register for a TIN. 
  1. Required Documents: 
  • A Certificate of Incorporation or Business Registration Certificate for the company. 
  • Proof of business address (e.g., lease agreement, utility bill). 
  • Identification documents for the business owners or directors. 
  1. Application Process: 
  • Online Registration: Businesses can register for a TIN through the URA e-services portal. 
  • In-person Registration: Businesses can visit any URA office for in-person registration. 
  1. Fees: There are no fees for registering a business TIN in Uganda. 

The registration process for both individuals and businesses is straightforward and can be completed either online or at any of the URA offices in Uganda.

Verifying the Tax Identification Number (TIN) is crucial for ensuring tax compliance and avoiding mistakes in business or personal tax filings. 

Verification Process: 

  1. Online Verification: The Uganda Revenue Authority (URA) provides an online service for individuals and businesses to verify their TIN. This service ensures that the TIN is valid and registered under the correct taxpayer. 
  1. Importance of Verification: Verifying the TIN before filing taxes or engaging in transactions ensures that the correct taxpayer is identified and helps to prevent errors.

In Uganda, the Tax Identification Number (TIN) also serves as the VAT number for businesses. 

VAT Number Format: 

  • The VAT number is identical to the TIN format in Uganda and consists of 10 digits.
