  • Individuals: The 12-digit INN is structured as follows:​

  • Businesses and Legal Entities: The 10-digit INN is structured as follows:
    • Digits 1-4: Code of the tax authority that issued the INN.

    • Digit 10: Control (checksum) digit for validation.​ 

For foreign organizations operating in Russia, the INN begins with “9909,” followed by a unique sequence number and a control digit.

The Federal Tax Service (Федеральная налоговая служба) is the official authority responsible for issuing INNs.

  • Individuals
