Issuing Authority and Registration Process 

  • The Ministry of Finance and Budget of the Republic of the Congo, specifically via its Information Systems Department, is responsible for enrolling taxpayers and issuing NIUs. 
  • Enrollment occurs via biometric registration offices in Brazzaville and PointeNoire. Applicants provide demographic and biometric data; NIUs are generated centrally and assigned within 48 hours via email/SMS. Physical chipembedded Tax ID Cards are then issued. 

TIN Verification and Lookup 

  • NIUs can be verified using official government systems, requiring authorized access to the Ministry’s portals. 

TIN and VAT Number Connection 

  • The NIU serves as the taxpayer reference for all tax purposes, including VAT registration (for VAT-registered businesses), corporate tax, and withholding obligations
  • Registration for VAT automatically implies issuance of a NIU and access to services linked to VAT compliance.
