Tax Identification Number Types 

Germany utilizes several types of tax identification numbers:​ 

  • Steuerliche Identifikationsnummer (Steuer-ID): An 11-digit personal tax identification number assigned to individuals.​germantaxes.de 
  • Steuernummer (Tax Number): A unique number assigned to individuals and businesses for local tax purposes.​ 
  • Umsatzsteuer-Identifikationsnummer (USt-IdNr.): A VAT identification number used by businesses for intra-European Union transactions.​ 

TIN Format and Structure 

  • Steuer-ID: Consists of 11 digits in the format 12 345 678 901. This number is unique, permanent, and does not contain any personal information. ​
  • Steuernummer: The format varies by region but generally follows a pattern such as 12/345/67890. It includes information about the local tax office and the taxpayer. ​ 
  • USt-IdNr.: Comprises the country code ‘DE’ followed by 9 digits, e.g., DE123456789.

Issuing Authority and Registration Process 

  • Steuer-ID: Issued automatically by the Federal Central Tax Office (Bundeszentralamt für Steuern, BZSt) to all residents upon registration in Germany. If lost, it can be requested online.
  • Steuernummer: Assigned by the local tax office (Finanzamt) where the individual or business is registered. Applicants need to submit a completed tax registration form along with identification documents. The process may vary by region.
  • USt-IdNr.: Businesses can request this number during their tax office registration. For already registered businesses without a USt-IdNr., an online application is available through the BZSt.

TIN Verification and Lookup 

  • Steuer-ID: Individuals can retrieve their Steuer-ID through the BZSt’s official website if it’s misplaced. ​ 
  • USt-IdNr.: The European Commission provides an online tool, the VAT Information Exchange System (VIES), for verifying VAT numbers across EU member states. ​

TIN and VAT Number Connection 

In Germany, the Umsatzsteuer-Identifikationsnummer (USt-IdNr.) serves as the VAT identification number. It is distinct from the Steuer-ID and Steuernummer and is specifically used for intra-EU transactions.
