Introduction

A Tax Identification Number (TIN) is a unique identifier assigned to individuals, businesses, and entities for the purpose of tax administration in Bhutan. The TIN is crucial for ensuring tax compliance, enabling individuals and organizations to file tax returns, conduct business activities, and engage in financial transactions within Bhutan. Having the correct TIN is mandatory for fulfilling tax obligations and avoiding penalties.

This article provides accurate and verified information on TINs in Bhutan, sourced from official government websites and trusted tax authority resources, ensuring 100% accuracy and reliability.

Tax Identification Number Types

In Bhutan, there is primarily one type of TIN that applies to both individuals and businesses, although there are specific applications depending on the entity type.

Official TIN Name:

  • Personal TIN: Assigned to individual taxpayers, including salaried individuals and self-employed persons.
  • Business TIN: Assigned to companies, corporations, and other legal entities for business tax purposes.

Application of TINs:

  1. Individuals: The Personal TIN is used by individuals who are subject to taxation, including those filing personal income tax returns.
  1. Businesses: The Business TIN is required for all businesses, corporations, and non-individual entities involved in commercial activities, as well as those required to collect or pay VAT (Value Added Tax).

TIN Format and Structure

In Bhutan, Taxpayer Identification Numbers (TINs) differ for individuals and businesses. The country uses two distinct identifiers:

For Individuals:

BIN – Bhutan Identification Number

  • Format: 11 digits
  • Example: 11223344556
  • Description: The BIN is issued to individuals and is used across various government systems, including taxation, to uniquely identify a person.

For Businesses:

TPN – Taxpayer Number

  • Format: 11 digits
  • Example: 22334455667
  • Description: The TPN is assigned to businesses and other taxable entities to track and manage tax obligations within the Bhutanese tax administration.

These identification numbers ensure efficient taxpayer tracking and service delivery while maintaining clear separation between individual and business tax records.

Issuing Authority and Registration Process

Issuing Authority

The Tax Authority of Bhutan, also known as the Department of Revenue and Customs (DRC) under the Ministry of Finance, is responsible for issuing and managing TINs in Bhutan.

  • Official Website: Department of Revenue and Customs (DRC), Bhutan

Required Documents:

  • National ID card (for Bhutanese citizens).
  • Passport (for non-resident taxpayers).
  • Proof of income or employment (e.g., salary slips for salaried individuals).
  • Application Process:
  • Online Registration: Individuals can apply for their TIN through the official DRC portal.
  • In-person Registration: Individuals can also visit their local DRC office for manual registration.
  • Fees: There are no fees associated with obtaining a personal TIN.

For Businesses:

  • Eligibility: Any registered company, partnership, or business entity conducting taxable activities must have a TIN.

Required Documents:

  • Business Registration Certificate.
  • Trade License.
  • Proof of address (e.g., utility bills, lease agreements).
  • National ID of the authorized person representing the business.
  • Application Process:

Individuals and businesses can verify the validity of their TIN through the Department of Revenue and Customs (DRC) official verification portal.

TIN and VAT Number Connection

In Bhutan, the TIN serves as the VAT number for businesses involved in VAT-related activities. Businesses that are VAT-registered use the same TIN for VAT purposes.

VAT Number Format:

  • VAT Number: This is identical to the TIN, and the same number is used for VAT registration and compliance.

This simplifies the administrative process for businesses by having a single identifier for tax and VAT reporting.

Importance of Accurate TIN Validation

Ensuring that the TIN is accurate and validated is crucial for both businesses and individuals. Here’s why:

  1. Tax Filing: Incorrect TINs can lead to issues in filing tax returns, which may result in penalties, delays, or audits.
  1. Business Transactions: A valid TIN is necessary for signing contracts, invoicing, and conducting official business activities.
  1. Compliance: A validated TIN ensures compliance with Bhutan’s tax regulations, reducing the risk of legal consequences or financial penalties.

It is highly recommended to verify the TIN through official channels to avoid discrepancies in tax and financial records.

Why Accurate TIN Validation Matters

Ensuring the accuracy of your TIN is critical for both businesses and individuals in Bhutan. An incorrect or unverified TIN can lead to serious complications such as:

  • Delays in tax processing
  • Rejection of tax exemption claims
  • Fines and penalties for non-compliance
  • Rejection of e-invoicing submissions
  • Onboarding unqualified suppliers or customers
  • Data quality issues across finance and compliance systems

Using the Bhutan Department of Revenue and Customs’ official website or TaxDo real-time global tax ID verification platform ensures accurate Tax ID validation, error reduction, and full compliance with Bhutanese tax laws.
